Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 1 costs, 0 mixed.

Cheaper fleet buying for small transport firms

If enacted, GSA would set up a pilot within 60 days. Small businesses that provide ground transportation could buy vehicles at cost through the GSA schedule. They would choose from the same selection pool available under federal programs named in the bill. Eligible services include taxis, limos, shuttles, over-the-road buses, sedans, paratransit, and non-emergency medical transport. The pilot would last 3 years, and GSA could issue rules.

New limits for small transport fleet purchases

Small ground-transport businesses in the pilot would face a 50-vehicle cap per fiscal year. They would have to use each purchased vehicle for at least two years, unless it becomes inoperable. If they sell early and the vehicle still works, they would repay the difference between the open market value and what they paid. After a vehicle leaves service, at least one out of every five must be donated to a local nonprofit. These rules would apply while the 3-year pilot runs.
