  • Households and consumers: Aims to reduce scams, synthetic identity fraud, deepfakes, voice cloning, and other AI-driven frauds by guiding federal defenses and sharing best practices.
  • Businesses and financial firms: Would promote public-private partnerships and offer recommended risk-mitigation and incident-response practices to help firms spot and respond to AI-driven attacks.
  • Federal departments and agencies: Would require Treasury, Homeland Security, and Commerce to lead joint reports with input from many regulators and agencies and to list current tools and what additional resources and budgets are needed.
  • Congress and policymakers: Would receive an initial report within 180 days of enactment and annual updates, plus recommended legislation and best practices within 90 days after each report.
