Cash refund for adopting a special-needs child
If enacted, families who adopt a child with special needs could get part of the adoption tax credit as a cash refund. The refundable amount would be the smaller of your total adoption credit or your special-needs adoption expenses for the year. Any remaining nonrefundable credit would carry forward to later years. This would apply to tax years starting after the later of the bill’s enactment or December 31, 2025.
