- Federal fleet managers would receive two Comptroller General cost studies comparing replacement with battery electric vehicles (including plug-in hybrids) and with E85-capable flex-fuel vehicles. Each study must include nationwide infrastructure costs and be published online within one year of enactment.
- Energy Department and climate analysts would get a lifecycle greenhouse gas analysis using the GREET model for three vehicle types: conventional gasoline, E85-capable flex-fuel, and battery electric. The Secretary must report those results to House Science and Senate Commerce committees within one year of enactment.
- The bill defines key terms such as E85, federal fleet, and light-duty vehicle (gross vehicle weight rating up to 8,500 pounds) to ensure consistent analysis and comparisons.

Compare costs and emissions for federal vehicles
This bill would order two sets of studies. The Comptroller General would study the costs to replace gasoline light-duty federal vehicles with electric vehicles, including plug-in hybrids, and with E85 flex-fuel vehicles. Each study would include the cost to build charging or fueling infrastructure that could work nationwide. The Comptroller General would publish both studies online within 1 year after enactment. The Energy Department would compare full life-cycle greenhouse gas emissions for three vehicle types: gasoline, E85 flex-fuel, and battery electric, using the latest GREET model. The Department would send that report to two Congressional committees within 1 year. The bill would define E85 as 85% ethanol and 15% gasoline, the federal fleet by the latest GSA report, and light-duty vehicles as 8,500 pounds or less.
