Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

New HUD fund for housing emergencies

This bill would create a Housing Stabilization Fund at HUD. If Congress provides money, HUD would give annual grants to local Continuums of Care to run emergency housing help. For FY2027, all grant dollars would be split by a HUD formula using recent homeless and low‑income data; in later years, 80% would be by formula and 20% by a HUD competition. The bill would authorize $100 million each year for FY2027–FY2031, but Congress would still need to appropriate it. CoCs would need HUD‑approved applications before funds could be used.

Who qualifies and what the fund pays

Help would be limited to extremely low‑income or very low‑income households. You would need to show you cannot meet housing bills, like a past‑due rent or utility notice, an eviction notice, or other HUD‑allowed proof. Funds could cover rent (including back rent), mortgage payments, utilities, repairs, deposits, legal help, counseling, and short‑term costs like gas, groceries, or transportation. Prospective rent and mortgage help would be capped at 8 months in a 12‑month period, and HUD would set monthly dollar caps tied to local market rents.
