Saving DOE’s Workforce Act

Sponsored By: Representative Lofgren, Zoe [D-CA-18]

Introduced

Summary

Pauses layoffs at the Department of Energy until full-year FY2026 funding is enacted. The bill would bar DOE from initiating or carrying out any reduction in force or involuntary separation of employees in the competitive service, career excepted service, or career Senior Executive Service appointees. The only allowed involuntary separations would be for misconduct, delinquency, or inefficiency. It uses existing civil service definitions and authorities to preserve current personnel protections during the moratorium.

Temporary layoff freeze at Energy Department

If enacted, until full-year DOE funding for FY2026 becomes law, the Energy Department would be barred from layoffs. That includes reductions in force and most involuntary separations. The freeze would cover competitive service staff, career excepted employees, and career Senior Executive Service appointees. DOE could still remove employees for cause: misconduct, delinquency, or inefficiency. It would start on enactment and end once FY2026 DOE funding is enacted.
