Temporary freeze on layoffs at National Science Foundation

If enacted, the National Science Foundation would be barred from reductions in force and other involuntary layoffs. The freeze would last until Congress passes full‑year NSF funding for fiscal year 2026. NSF could still remove employees for cause due to misconduct, delinquency, or inefficiency. It would cover competitive service, excepted service (including career staff), and career Senior Executive Service appointees. It would start on enactment and end once full‑year FY2026 NSF appropriations are enacted.
