Saving NOAA’s Workforce Act

Sponsored By: Representative Lofgren, Zoe [D-CA-18]

Introduced

Summary

Pauses all National Oceanic and Atmospheric Administration reductions in force until full-year FY2026 NOAA appropriations are enacted. It would bar NOAA from initiating or implementing any reduction in force or involuntary separation of competitive service employees, career employees in the excepted service, or career appointees in the Senior Executive Service, except for actions taken for misconduct, delinquency, or inefficiency. The bill relies on the definitions in title 5 of the U.S. Code and preserves other adverse-action authorities, including chapter 75.

Temporary freeze on NOAA layoffs

If enacted, NOAA would be barred from starting layoffs (reductions in force) or involuntary separations for most career staff. It would cover competitive service, career excepted service, and career Senior Executive Service appointees. Removals for cause would still be allowed: misconduct, delinquency, or inefficiency. This freeze would last until Congress enacts full-year NOAA funding for fiscal year 2026. Other adverse action authorities would still apply.
