New fuel taxes for oil producers
This bill would tax more fuels as "crude oil" under the federal petroleum excise tax. Tar sands oil, condensates, natural gasoline, and oil from oil shale would be included. Producers, importers, refiners, and distributors would owe the tax on these fuels. The Secretary could add other fuels by rule if they move by pipeline, vessel, railcar, or tanker truck, match the Oil Pollution Act definition of oil, and are produced at a scale that poses a spill hazard. If enacted, these changes would take effect on the date of enactment. Higher taxes on these fuels could lead to higher fuel prices.
