WING Act of 2025

Sponsored By: Representative Feenstra, Randy [R-IA-4]

Introduced

Summary

This bill would create a dedicated research, development, test, and evaluation program inside the National Weather Service to __protect weather radar performance__ against physical obstructions like wind turbines and buildings. It directs the NWS Director to partner with industry, academia, and other governments to identify, test, and develop technical fixes and commercially viable solutions for radar beam blockage and false echoes.

Show full summary
  • Forecasters and local emergency managers would get tools to handle contaminated radar data, including replacing bad data with commercial radar feeds and testing short-term forecasting and signal-processing algorithms.
  • Wind farm operators and nearby communities would see wind farm boundaries and consolidated wind farm areas provided for display on local forecasting equipment to help distinguish turbine effects from weather.
  • Private meteorological tower owners and commercial radar providers could have their data integrated as mitigation options, creating pathways for private data to support public forecasts.
  • Researchers, industry, and the NWS would collaborate on prioritized technologies such as multifunction phased array radar, rain gauges, dual-polarization methods, and other mitigation solutions. The Program would report to Congress within two years and annually, provide a recommendation within five years, and end by September 30, 2030 or one year after the final recommendation, whichever is earlier.

Research to cut weather radar blind spots

If enacted, the National Weather Service would run a research and testing program. It would aim to keep weather radar working when wind turbines, buildings, or other obstacles block the beam. The Director would work with companies, universities, and federal, state, and local governments. They would test fixes like phased array radar, swapping bad data with commercial radar, using private tower data, showing wind farm boundaries on local tools, adding rain gauges, and improved signal and short-term forecasting algorithms. The Director would report to Congress within two years and then every year. By five years, the Director would recommend if more work is needed. The program would end by September 30, 2030, or one year after the final recommendation, whichever is earlier.
