  • Applicants such as States, Tribal governments, local governments, and other permit seekers would be able to submit, track, and manage permit applications through modernized electronic systems. The Secretary must consult those stakeholders when designing the systems.
  • The public would gain a single online repository with links to all Department permitting systems and contact information for permit assistance to make information easier to find.
  • Department operations would be streamlined by reducing paperwork and avoiding duplicate systems, and the electronic tools would be required to align with National Environmental Policy Act priorities for permits that need NEPA review.
  • Sensitive or legally protected records would be barred from disclosure under the bill, keeping information covered by federal law from being released.

One-stop online permit portal at Interior

If enacted, the Interior Department would build modern electronic systems to accept, process, and track permit applications and forms. It would create a public webpage that links to all its permit systems and lists staff contacts who help states, tribes, and local governments. The systems would be developed, to the extent practicable, with input from states, tribes, local governments, and other applicants. For permits that need environmental review, the systems would follow NEPA priorities in 42 U.S.C. 4336d. Protected information would not be disclosed, duplicate systems would be avoided, and Congress would get periodic updates. These requirements would take effect upon enactment.
