Sponsored By: Representative Malliotakis, Nicole [R-NY-11]
In Committee
Summary
Expanded HOV lane access for qualifying disabled veterans. This bill would let veterans with a VA service-connected disability that meets a public authority's threshold use high-occupancy vehicle lanes even when driving alone. It would let authorities define acceptable ID and would bar tolls for those veterans.
Show full summary
- Disabled veterans: A qualifying veteran could use an HOV lane as a single occupant if they carry identification that the public authority accepts, such as a clearly marked license plate or a registered transponder.
- Public authorities: States and local highway authorities would set which VA disability ratings qualify and which ID methods count. The bill also updates federal highway law cross-references to include the new eligibility.
- Tolls and enforcement: Under the new paragraph, a public authority may not charge a toll for qualifying disabled veterans using an HOV facility.

HOV lane access for disabled veterans
If enacted, you would be able to use HOV lanes if you are a qualifying disabled veteran. To qualify, you would need a VA service-connected disability determination and meet the disability percent the local HOV authority sets. You would need to show vehicle identification the authority accepts, like a special license plate, a registered transponder, or another accepted method. One qualifying occupant could use the HOV lane even if normal occupancy rules would otherwise block a single rider. The local HOV authority could also choose to not charge a toll for qualifying veterans. This would take effect upon enactment.
