  • Within 90 days the President would block property and prohibit transactions under the International Emergency Economic Powers Act for the PRC, its officials, agents, affiliates, persons they own or control, and armed groups under the PRC umbrella.
  • Foreign persons tied to the PRC would be inadmissible to the United States, ineligible for visas or parole, and subject to immediate revocation and automatic cancellation of previously issued visas or entry documents, with narrow exceptions for the United Nations and for intelligence, law enforcement, or national security activities.
  • The bill would require an initial report within 90 days and ongoing determinations (one year after enactment and every two years thereafter) on whether the PRC, Lion’s Den, or related entities meet criteria for Specially Designated Global Terrorist or Foreign Terrorist Organization status. It also authorizes implementation under IEEPA, allows the President to waive sanctions for up to 180 days with 15 days' notice to specified congressional committees, and permits termination of sanctions if terrorist activity ceases.

Visa bans for people tied to Popular Resistance Committees

If enacted, starting 90 days after enactment, noncitizens the State or Homeland Security Departments believe are tied to the Popular Resistance Committees would be inadmissible. They would be ineligible for a visa, entry document, admission, or parole. Any visa already issued would be revoked at once and other valid travel documents would be canceled. These rules would not apply when needed to meet U.N. Headquarters Agreement duties or other international obligations, or for authorized U.S. intelligence, law enforcement, or national security activities.

Freeze assets of Popular Resistance Committees

If enacted, 90 days after enactment the President would have to block property and stop transactions tied to the Popular Resistance Committees and related actors. U.S. persons would be barred from dealing with their blocked property or interests. Penalties under existing sanctions law would apply for violations. The President could waive sanctions for up to 180 days at a time with 15 days’ notice to Congress. Sanctions could end if the person stops terrorist acts or the group disbands.
