Bill Overview

Analyzed Economic Effects

2 provisions identified: 0 benefits, 0 costs, 2 mixed.

Defines prison cellphone jamming terms

If enacted, this would define “Commission,” “correctional facility,” and “jamming system.” It would list parts like antennas, cabling, power levels, radio frequencies, and antenna placement. These definitions would set the scope for who can act and what equipment counts under the bill.

Prisons could use cell jammers with limits

This bill would let state and federal prisons and jails run cellphone jammers in housing areas. The FCC would not be able to block these systems when used against contraband devices or calls to or from people in custody. Use would be limited to the housing units where the system sits. State prisons would have to pay all costs to buy and run the system. Before turning it on, the facility would need to consult local police and public safety officials, and notify the Director of the Bureau of Prisons.
