  • Public and researchers would gain access to unclassified, unredacted records related to President Kennedy's assassination, with covered officials required to disclose records within 30 days after enactment.
  • Covered federal officials would have to disclose any assassination record they control even if other laws or directives would block release, including the President John F. Kennedy Assassination Records Collection Act of 1992, the Presidential Memorandum of December 15, 2022, and 26 U.S.C. 6103(l)(17).
  • The Attorney General would be required to petition U.S. or foreign courts to publicly disclose records held under seal or under a grand jury secrecy injunction, and the bill deems such petitions to show particularized need under Federal Rule of Criminal Procedure 6.

Faster release of Kennedy assassination files

If enacted, key federal officials would have to publicly release, unclassified and unredacted, any JFK assassination records they control within 30 days. This would cover the Archivist, the IRS Commissioner, the CIA and FBI Directors, and the Secretaries of Defense and State. The Attorney General would also need to ask U.S. and foreign courts to unseal related court or grand jury records within 30 days, and each request would count as showing a special need under grand jury rules. These releases would happen even if other laws or the December 15, 2022 presidential memo say to keep them secret.
