Modern, Clean, and Safe Trucks Act of 2025

Sponsored By: Representative LaMalfa, Doug [R-CA-1]

Introduced

Summary

This bill would repeal the 12% federal excise tax on new heavy trucks, tractors, and trailers to lower purchase costs and speed adoption of modern safety and emissions technology. It would also update Internal Revenue Code cross-references and change the legal definition of certain tires to exclude vehicles categorized as “mobile machinery.”

Show full summary
  • Fleet owners and buyers: Lower upfront costs for new heavy trucks could make replacing older trucks cheaper and speed purchases of models with newer safety and emissions technology.
  • Manufacturers and equipment makers: Easier sales for new models may increase demand for trucks with advanced safety systems and cleaner engines, encouraging faster modernization.
  • Highway Trust Fund and federal finances: Removes a dedicated 12% excise tax revenue stream, which would push lawmakers to identify alternative funding for highways and related programs.

*If enacted, this repeal would reduce a dedicated excise revenue source for the Highway Trust Fund and thus reduce federal revenue tied to those truck sales.*
