Veterans Mental Health and Addiction Therapy Quality of Care Act

Sponsored By: Representative Fallon, Pat [R-TX-4]

In Committee

Summary

This bill would require the Secretary of Veterans Affairs to seek an agreement with an outside organization to produce an independent study comparing VA and non-VA mental health and addiction care quality across multiple care settings. The study would cover telehealth, inpatient, intensive outpatient, outpatient, and residential treatment and must submit a final report to the House and Senate Veterans' Affairs Committees and publish it publicly within 18 months of the agreement after the Secretary seeks the agreement within 90 days.

  • Veterans would get a public, side-by-side analysis of VA and non-VA care across telehealth, inpatient, intensive outpatient, outpatient, and residential settings. This gives veterans clearer information about where and how care differs.
  • VA leaders and Congress would receive independent data on outcomes and practices including symptom change, suicide risk measures, and use of evidence-based addiction treatments. That data can inform decisions about policies and services.
  • Providers and health systems would be evaluated on coordination and continuity of care, record sharing, veteran-centered competence, integrated treatment for co-occurring conditions, outcome monitoring for up to three years, and average time to start services. The study will highlight gaps in coordination between VA and non-VA providers.
