Introduced

It centralizes money flows and clarifies how the agency can use and move funds for its energy and transmission duties.
Show full summary
- It consolidates four categories of money into one Fund, including SPA receipts, appropriations, and transfers from existing SPA accounts, and keeps amounts available until spent. This gives the Southwestern Power Administration more predictable access to its collections and past balances.
- The Fund may pay for operation and maintenance of transmission facilities, marketing electric power, construction and acquisition of transmission lines and substations, and related administrative costs under the Flood Control Act and the Energy Policy Act of 2005. That expands the set of activities the Fund can finance.
- The Secretary, through the Administrator, could obligate funds in advance of appropriations to be repaid from the Fund, and any yearly excess would be sent to the Treasury as miscellaneous receipts. Chapter 91 of title 31 would apply to the Administrator like a wholly owned government corporation.

New fund for Southwestern power grid
This bill would create a new Treasury fund for the Southwestern Power Administration. It would collect SPA receipts, future appropriations, certain transfers, and deposits under an existing 2005 rule. Unspent balances from three older SPA accounts would move into this fund, and the money would stay available until spent. The fund could pay to run and maintain transmission, market power, and build lines and substations, plus related admin costs. SPA could commit funds before new appropriations and would send any excess back to the Treasury each year as miscellaneous receipts.
