Introduced
Summary
Directs the Interior Secretary to review how the National Park Service applies the Department of the Interior's Standards for Rehabilitation to the Federal Historic Preservation Tax Incentives program and recommend changes to help support affordable housing. Within one year the Secretary would send Congress a report that includes 10 years of processing data on Historic Preservation Certification Applications, including average time in the system by project size and parts 1, 2, and 3, and annual averages of hold notices, conditions, denials, approvals under part 2, and withdrawals. The report would describe steps the Service has taken in the prior 10 years, explain how it collects and uses stakeholder feedback, detail when and how guidance is updated and whether resource limits affect that work, and make recommendations to remove barriers to converting buildings to housing, address hazards, add energy and accessibility improvements, protect historic properties from climate risk, and weigh economic and technical feasibility.
