- The bill would create a public, searchable SGE Database on OPM’s website with fields like name, position title, pay rate, employing agency, and appointment and termination dates. Bill Overview
Analyzed Economic Effects
4 provisions identified: 1 benefits, 0 costs, 3 mixed.
Public database of special government employees
This bill would require OPM to launch a free, public, searchable database of covered special government employees within 210 days of enactment. It would list each person’s name, job title, basic pay rate (if any), agency and office, start date, and end date if any. Agencies would need to report hires, conversions, and terminations within 30 days and review their data. The site would offer an API and meet Section 508 and current web accessibility standards. OPM would audit submissions and report to Congress within three years.
130-day cap on special government employee service
This bill would limit service as a special government employee to 130 days in any 365-day period. A day would count if you did more than 1 hour of admin tasks, did any non-admin work, or got paid for SGE work. If you pass 130 days, your SGE status would end. Your agency would have 30 days after that to set your new job classification, apply the right personnel rules, and give you written notice with appeal rights.
Public posting of special government employee financial reports
This bill would require agencies to make public the financial disclosure reports that covered special government employees file after enactment. Posting would follow the procedures in 5 U.S.C. 13107. The rule would not cover reports listed in 5 U.S.C. 13107(a)(1) or (2), reports from SGEs who are not covered SGEs, or reports with national defense information.
Who counts as a covered special government employee
This bill would define who is a special government employee and who is a covered SGE for transparency rules. You would be a covered SGE only if you are not on an advisory committee, your duties are like GS‑11 or higher, and you are not in a student-only civil service role. It would include the Executive Office of the President in the agency list and use existing legal terms for advisory committees and national defense information. It would also exclude three specified entities from the advisory committee definition.
