COST of Relocations Act

Sponsored By: Representative Subramanyam, Suhas [D-VA-10]

Introduced

Summary

This bill would require mandatory benefit-cost analyses and public Office of Inspector General review before large federal relocations to increase transparency and justify moving positions outside current commuting areas.

Show full summary
  • Agencies must prepare a benefit-cost report that follows OMB Circular A-4 (as of 2003) and include things like measurable outcomes, an employee engagement plan, staffing and financial strategies, a risk assessment, and mission impact analysis.
  • Federal employees are covered when relocations replace more than the lesser of 5 percent or 100 employees or move that same threshold outside a commuting area. Each covered move must document stakeholder lists and engagement timelines.
  • Agency Inspectors General review the unredacted analysis and must send Congress a report within 90 days that evaluates adherence to Circular A-4 and whether using Federal funds is justified. If positions move from the National Capital Region the report must note whether NCR real estate options were compared.
  • Final reports must be publicly available with proprietary or confidential details redacted to allow stakeholder and public scrutiny.

Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 0 costs, 2 mixed.

Mandatory studies for federal job moves

If enacted, the bill would stop agencies from carrying out a covered relocation until they do a benefit‑cost analysis and give the full, unredacted report to their Office of Inspector General. The study would follow OMB Circular A‑4 guidance as of September 17, 2003 and must include outcomes, metrics, employee engagement plans, stakeholder lists, timelines, mission impact analyses, and a full implementation plan with risks and staffing. The agency would post a public version that omits confidential business information. Not later than 90 days after getting the report, the OIG would send Congress a review that describes the data and conclusions, checks adherence to Circular A‑4, and—for moves out of the National Capital Region—says whether NCR real estate options were compared.

Act would not override other laws

If enacted, the bill would say that nothing in it cancels, reduces, or removes any legal requirements that already apply to covered relocations. Existing statutory and regulatory duties tied to relocations would continue to apply alongside the bill's new rules.

Definition of covered federal relocations

If enacted, the bill would define when a federal move counts as a "covered relocation." A covered relocation would apply when an agency replaces or moves more than the lesser of 5 percent of its staff or 100 employees with new positions outside the employees' commuting area, or when positions move under another agency's jurisdiction. The bill would also define "administrative redelegation of function," "employee," "Federal agency," and "National Capital Region" by reference to existing U.S. code. These definitions would take effect when the bill is enacted.
