Youth Homelessness Guaranteed Income Pilot Program Act of 2025

Sponsored By: Representative Tlaib, Rashida [D-MI-12]

Introduced

Summary

Youth Homelessness Guaranteed Income Pilot Program would create a federal pilot that pairs monthly cash payments with housing and career supports to test whether guaranteed income reduces youth homelessness. It combines a randomized cash experiment, a nationwide participant database, and a mandated evaluation to study scalability and public-cost effects.

Show full summary
  • Young people: The program would draw up to 105,000 participants ages 18 through 29 from a national homeless database and would not consider citizenship in selection. It would include non-cash services like housing navigation, financial coaching, and workforce supports.
  • Cash and services design: Participants would receive monthly cash and supports for 36 months with a payment floor of $1,400 or an adjusted two-bedroom ZIP-code rent. Up to half of recipients may be offered an optional lump-sum payment in year one and payments can be delivered by multiple methods.
  • Research, privacy, and oversight: An External Partner would run the evaluation under Secretary oversight and a National Youth Economic Advisory Council would guide design. The database must be destroyed within 30 days after the Council ends and improper use of data can trigger fines up to $25,000.

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Cash and housing help for homeless youth

If enacted, HHS would run a 36‑month pilot for homeless young adults (18–29, including emancipated minors), picking up to 105,000 people from a new national database. People could be placed in a payment or a non‑payment group; the payment group would get monthly cash for 36 months. The monthly amount would be the greater of $1,400 or a local two‑bedroom fair‑market rent, and up to half could choose a first‑year lump sum. Payments would not count for taxes, public charge, or other benefit eligibility, and federal immigrant‑eligibility limits would not apply. Participants would be offered housing, job, school, and money‑management help; joining would require consent to share tax return data; the database could not use immigration status and must be destroyed after the council ends.

Advisory council to guide youth pilot

If enacted, HHS would create a National Youth Economic Advisory Council to advise on the database, partner selection, services, and study goals. The Council must meet at least every three months and would end 30 days after the final report. Members would be paid the daily equivalent of GS‑14, step 10 for days worked, plus travel and per diem. Full‑time federal employees and Members of Congress would not get extra pay. After services start, three people listed in the database who were not selected would join as members.

Outside research partner for the study

If enacted, HHS would hire an external research partner within 270 days and before picking participants. The partner must have experience running cash‑transfer programs and randomized trials. Under HHS oversight, the partner would recommend study criteria and collect required data, using participant information for the study. Partner staff could be paid up to the hourly equivalent of GS‑12, step 5 for time worked, including travel.
