Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Keep U.S.-Israel-Greece-Cyprus security talks

If enacted, this would create an interexecutive group with U.S. State, Defense, and Homeland Security to meet with Israeli, Greek, and Cypriot counterparts at least twice a year. It would set up a congressional group of up to 6 Senators and 6 House Members to meet their parliamentary counterparts twice a year. It would remove the scheduled end date for the interparliamentary group so it continues. It would also require two unclassified strategies within one year: one on counterterrorism and one on maritime security, each allowed a classified annex.

Lift U.S. defense limits for Cyprus

If enacted, this would remove legal limits that have restricted some U.S. defense sales and security assistance to Cyprus. It would do this by striking specific subsections in earlier U.S. laws.

New Eastern Med security training and sites

If enacted, this would create two training programs with partners. CERBERUS would focus on counterterrorism at Cyprus’s C.Y.C.L.O.P.S., if Cyprus agrees. TRIREME would focus on maritime security at Greece’s Souda Naval Base, if Greece agrees. It would authorize $1.5 million per year for each program for fiscal years 2026–2029. It would fund new facilities and equipment: $5 million one-time for C.Y.C.L.O.P.S. plus $2 million per year (2026–2029) to Cyprus, and $5 million one-time for Souda plus $2 million per year (2026–2029) to Greece. These facilities and equipment could be made available to Cyprus and Greece after creation. It would also authorize IMET training funds each year (2026–2029): $1 million for Israel, $250,000 for Greece, and $250,000 for Cyprus.
