Block mass layoffs at HHS
If enacted, this bill would bar HHS from using federal money for mass staff removals. It would block any action that removes 3% or more of HHS employees in any 60-day period. The same 3% in 60 days rule would apply to each HHS sub-agency or operating division. It would cover reductions in force and reorganizations. This could protect HHS employees from sudden large cuts.
