More help for new producers
If enacted, the Farm Service Agency would run a competitive New Producer Economic Security Program. The program would give grants, loans, capitalization for revolving funds, cooperative agreements, and other capital support. Funds would pay for down payments, mortgage or interest subsidies, title clearance, surveys, cleanup, infrastructure, and technical help including translation and training. Eligible entities would normally have 5 years to obligate funds, the Secretary could use contribution accounts and some funds for administration, and a stakeholder committee must be convened within 180 days.
Who can get program funds
If enacted, a qualified beneficiary would be a natural person farmer, rancher, or forest owner who is linked to an authorized entity or who regularly manages or works on the farm. The person would also need to meet at least one test: never operated or operated 10 years or less; operates only on rented land; has household income at or below 200% of the national poverty level; has income at or below 50% of the county median; or is economically disadvantaged as the Secretary decides. Authorized legal entities would need no more than 25 natural‑person owners who actively manage or do farm work, and foreign‑based or foreign‑owned corporations would be excluded. Eligible entities would include governments, Tribes, certified community development financial institutions, nonprofits, cooperatives, colleges, certain Farm Credit institutions, and other Secretary‑approved partners. If an eligible entity violates program terms, the entity would have to reimburse the Secretary for the assistance.
