Earthquake Resilience Act
Sponsored By: Representative Mullin, Kevin [D-CA-15]
In Committee
Summary
strengthen earthquake resilience by directing federal agencies to assess national risk and broaden the federal earthquake program's focus. This bill would push the government to map where communities stand and to make recovery a formal part of earthquake planning.
Show full summary
- Communities and planners would receive a national risk assessment prepared by NIST within two years in coordination with FEMA, the National Science Foundation, the US Geological Survey, and other stakeholders that identifies progress and remaining gaps in resilience.
- Operators of lifeline infrastructure would become subject to new post-earthquake recovery performance objectives that target functional recovery and reoccupancy, and program guidance must consider standards, guidelines, and consensus codes coordinated by a national lifeline infrastructure organization.
- Researchers and regional seismic networks would expand their data inputs by adding real-time GNSS network streams and geodetic network data so program results reflect those additional information sources.

It would work with State, local, Tribal, and territorial partners to map progress and gaps. The bill would expand the federal earthquake program to use real-time GNSS and other geodetic data with seismic networks. It would set recovery-based goals for quick reoccupancy and for getting power, water, and other lifelines back faster. Standards, guidelines, and codes would be coordinated by a national lifeline group, with updates taking effect upon enactment.
