Sponsored By: Representative Kamlager-Dove, Sydney [D-CA-37]
Introduced
Summary
Requires Congressional authorization and a detailed plan before any Department of State reorganization can take effect. This bill would bar any reorganization unless Congress enacts specific statutory authority and the Secretary of State submits a plan meeting strict requirements.
Show full summary
- Department leaders and political appointees would face immediate limits if they move forward without approval. The Comptroller General must certify noncompliance and, on certification, funds to support any activity of the "Department of Government Efficiency" would be blocked and State Department funds could not be used for official travel by politically appointed officials.
- State Department employees would gain required protections in any reorganization plan, including a workforce impact analysis, transition plans for reassignment or termination, retraining, and compensation for terminated employees.
- U.S. diplomatic operations and congressional oversight would be central to decisions. The Secretary would need to analyze effects on diplomatic footprint, consular services, intelligence, military cooperation, interagency coordination, development, and humanitarian assistance and submit a plan with eight minimum elements to four congressional committees.

Congress approval for State Department reorganizations
This bill would block any State Department reorganization unless Congress passes a specific law and a detailed plan is sent to Congress first. The plan would need to describe the changes, staffing effects, new duties and skills, risks, and a timeline. It would also analyze impacts on visas and consular services, diplomatic posts and commitments, military and intelligence work, coordination with partners, and foreign aid. It would include a workforce impact plan and certify that no laws or employee rights would be violated. If the Comptroller General certifies a violation, no funds could support any activity of the Department of Government Efficiency, and State political appointees could not use official travel funds, starting on that date. The bill would define which committees get the plan (House Foreign Affairs and Appropriations; Senate Foreign Relations and Appropriations) and what counts as a reorganization under existing notice rules.
