Review and possible sanctions on South Africa

If enacted, the President would certify within 30 days whether South Africa undermines U.S. security or foreign policy. The President would consult State and Defense, release an unclassified determination, and send Congress a report that may include a classified annex. The President would also run a full review of U.S.–South Africa ties, consult State, Defense, the U.S. Trade Representative, and other agencies, and report results within 120 days. Within 120 days, the President, with State and Treasury, would give Congress a classified list of senior South African officials and ANC leaders tied to corruption or human rights abuses under Global Magnitsky standards. For each person, the report would explain the conduct and give a sanctions timeline or a legal reason not to sanction.
