Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

More funding for family planning clinics

If enacted, the government would set up a Title X Clinic Fund at Health and Human Services. From fiscal years 2026 through 2035, it would provide $512 million each year for Title X grants and contracts. It would also provide $50 million each year for clinic buildings, renovations, and equipment. The money would stay available until it is spent.

Neutral pregnancy counseling at family planning clinics

If enacted, clinics that get this funding would provide nondirective pregnancy counseling. If you have a positive pregnancy test, they would offer information on prenatal care and delivery, infant care, foster care, adoption, and pregnancy termination. If you ask, they would give neutral, factual information and referrals for any option you want. They would skip any option you say you do not want information on.

Fair access to family planning subawards

If enacted, groups that pass through Title X funds could not bar a provider from a subaward unless the provider cannot deliver the required Title X services. This would make it harder to exclude clinics or small providers for non‑performance reasons.
