Stopping the Theft and Destruction of Broadband Act of 2025

Sponsored By: Representative Lee, Laurel M. [R-FL-15]

Introduced

Summary

Creates a federal offense for destroying or interfering with broadband infrastructure and defines what "broadband internet access service" covers. This bill would amend 18 U.S.C. §1362 to add facilities used to provide broadband to the statute's protections. It would expand who can be prosecuted by allowing liability for persons or entities beyond the United States government. It removes a prior limit tying the crime to military or civil defense facilities. It defines broadband as a mass-market retail wire or radio service that transmits data to and from all or substantially all internet endpoints and lets the Federal Communications Commission determine functional equivalents.

New protections for broadband internet service

If enacted, this bill would expand an existing federal crime to cover damage to broadband internet facilities. It would remove the old limit that only military or civil defense systems are protected. It would apply to systems run by the government or by any person or entity. It would define broadband as mass‑market internet service by wire or radio, not dial‑up, and let the FCC include equivalents. These changes would take effect upon enactment.
