Show full summary
- Organizations described in section 501(c) and exempt under section 501(a) that receive federal funding would have their Form 990 Schedule B posted publicly within 60 days after the IRS processes the return, and the bill states such NGOs act on behalf of the United States for fiscal oversight.
- Donors to those organizations would have their names, ZIP codes, and total gifts disclosed for the taxable year when the organization received federal funds.
- Failure to file Schedule B could lead to revocation of tax-exempt status, placement on a publicly maintained list of revoked organizations, and possible reinstatement under the revised rules.

Public donor lists for federally funded nonprofits
Nonprofits that get federal funds would have to share their donor list. The IRS would post each group’s Schedule B within 60 days after it processes the return. The public post would show each donor’s name, ZIP code, and total gift, unredacted. If a group misses the Schedule B due date, the IRS would give notice and 60 days to fix it; then the group could lose tax-exempt status and be put on a public revocation list. Groups revoked for this reason would be able to seek the same IRS reinstatement and retroactive relief as other revoked nonprofits. These rules would apply to returns for tax years that begin after the date this bill becomes law.
