Stop Arctic Ocean Drilling Act of 2025

Sponsored By: Representative Huffman, Jared [D-CA-2]

Introduced

Summary

Blocks all new or extended oil, gas, and other mineral leases and authorizations in Arctic areas of the Outer Continental Shelf. The bill would add a new subsection to the Outer Continental Shelf Lands Act and use the definition of "Arctic" from the Arctic Research and Policy Act of 1984 to bar the Secretary of the Interior from issuing or extending any lease or other authorization for exploration, development, or production in those Arctic OCS areas.

No new Arctic offshore oil leases

The bill would bar the Interior Department from issuing or extending any lease or permit for oil, gas, or other minerals in Arctic areas of the Outer Continental Shelf. It would apply despite any other law and would take effect on enactment. The bill uses the Arctic definition in the Arctic Research and Policy Act. It does not address the status of existing leases or permits. Energy developers would face a hard stop on new or extended Arctic offshore projects, while communities could see environmental protections.
