Ban on oil and gas leasing in the Southern California Planning Area. This bill would add a new subsection to the Outer Continental Shelf Lands Act that prevents the Secretary of the Interior from issuing any lease or authorization for exploration, development, or production of oil or natural gas in the area defined by the 2024–2029 National Outer Continental Shelf Oil and Gas Leasing Proposed Final Program.

No new offshore oil and gas leases off Southern California

This bill would bar the Interior Secretary from issuing new oil and gas leases or other approvals in the Southern California Planning Area. That area is defined in the “2024-2029 National Outer Continental Shelf Oil and Gas Leasing Proposed Final Program” (September 2023). The ban would start upon enactment and would apply even if other laws say otherwise. If passed, this could cut spill risk and help coastal tourism and fisheries, while costing oil and gas companies and contractors seeking offshore work there.
