Summary

It creates a duty to station a mobile unit in the geographic area of a qualifying facility within three business days and to provide the same retail functions customers used at that site.
Show full summary
- Residents and households: People living at least 0.5 miles from other postal retail sites would regain access to basic postal services within three business days, including buying boxes and packaging and submitting address-change or hold-mail forms.
- Post office box holders: Customers with PO boxes at the affected facility would have a way to receive mail addressed to their box from the mobile unit until in-person service returns.
- Postal Service and contractor-run locations: The Postal Service must keep the mobile unit in place until the facility no longer meets the law's definition of a covered facility, and a contractor-operated site that stopped services before contract end can trigger deployment.

Mobile post office when service pauses
If enacted, USPS would have to send a mobile unit when a local post office pauses retail service and is at least 0.5 miles from any other. The unit would arrive within three business days after the site qualifies; for sites that already qualify at enactment, within 30 days. It would sell postage and supplies, provide PO box mail pickup, and process change-of-address and hold-mail forms. Service would continue until the site reopens or no longer qualifies. Contractor-run sites would qualify only if the contractor stopped service before the contract ended.
