Bill Overview
Analyzed Economic Effects
3 provisions identified: 1 benefits, 0 costs, 2 mixed.
100-Day Energy Market Review
If enacted, the Council would have to give the President a review within 100 days of enactment and later as needed. The review must examine markets that power homes, cars, and factories and consult State, local, Tribal, and private-sector officials. The Council would advise agencies on steps they can take now to raise energy production, like increasing electricity capacity, bringing Small Modular Nuclear Reactors online, reopening closed power plants, and speeding pipeline approvals to underserved areas such as New England, California, and Alaska. It would also recommend incentives for private investment, identify practices that raise consumer energy costs, and propose a National Energy Dominance Strategy to cut red tape, remove unnecessary regulation, boost private investment, and focus on innovation.
New White House Energy Council
If enacted, this bill would create a National Energy Dominance Council inside the White House. The Secretary of the Interior would chair it and the Secretary of Energy would be vice chair. The Council could hire staff and the Chair would report to the White House Chief of Staff. The Chair or Vice Chair could ask any agency for information or help on energy policy, and agencies would have to cooperate. The Council would take effect upon enactment.
Add Interior Secretary to NSC
If enacted, the bill would add the Secretary of the Interior to the list of statutory members of the National Security Council by inserting that office after the Secretary of Energy. This is a procedural change to who sits on the NSC. The change would take effect upon enactment.
