Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

New tax credit for unleaded aviation fuel producers

This bill would give producers a per‑gallon tax credit for unleaded aviation gasoline made and sold in the U.S. The credit would be $1.25/gal in 2026, $1.20 in 2027, $1.15 in 2028, $1.10 in 2029, and $1.05 in 2030. The fuel would need to be unleaded, meet FAA fuel standards, and be put into an aircraft in the U.S. Producers would need to be registered under the fuel rules and provide certification. The credit would count as part of the general business credit under the usual rules. It would apply to fuel sold or used after December 31, 2025, and not after December 31, 2030. Treasury would issue guidance within 180 days of enactment.

Government study on unleaded aviation fuel prices

The bill would direct a government study on prices for unleaded aviation gasoline. It would review price gaps with leaded fuel, main cost drivers, and whether producer tax credits lower consumer prices. The report to Congress would be due within one year of enactment.

New registration and excise rules for aviation fuel producers

Producers of qualified unleaded aviation gasoline would need to register under federal fuel rules and certify their product. The bill would also treat this fuel as aviation gasoline for the federal excise tax. These changes would apply to fuel sold or used after December 31, 2025, and end on December 31, 2030.
