Analyzed Economic Effects
2 provisions identified: 2 benefits, 0 costs, 0 mixed.
30 percent transferable credit for small projects
This bill would create an elective rule for qualifying small historic rehab projects and raise the credit rate to 30% of eligible costs. The credit would count up to $3,750,000 of rehab costs, or up to $5,000,000 for projects in defined rural areas, for projects placed in service after enactment. You would be able to transfer all or part of the credit to a buyer using a required certificate. Amounts received from selling the credit would be excluded from gross income, and buyers could not deduct what they paid.
More tax credit for historic rehab
This bill would set the historic rehabilitation tax credit at 20% of qualified rehabilitation costs for property placed in service after December 31, 2023. It would let taxpayers use 50% of a building's adjusted basis when computing the credit for property placed in service after enactment. The bill would also remove the usual rule that lowers a building's tax basis when you take this credit. If enacted, property owners and developers could claim larger one-time tax credits on qualifying rehab projects.
