Faster grid connections for generators and storage
If enacted, the bill would require the Federal Energy Regulatory Commission to start a rulemaking within 180 days and issue a final rule within 18 months. The rulemaking would revise the pro forma interconnection rules for large generators and energy storage. It would require transmission providers to use resource-specific modeling based on actual operating abilities, study requests consistent with a customer’s risk tolerance, and pick cost-effective fixes for network reliability. Providers would have to share queue-management best practices, use advanced computing and automation, and give customers clear information on models and solutions. The bill would define key terms like "energy storage project" and "interconnection request". It would also clarify that these changes would not alter how transmission upgrade costs are allocated under the Commission’s ratemaking authority.
