Bill Overview
Analyzed Economic Effects
3 provisions identified: 3 benefits, 0 costs, 0 mixed.
Annual high-level review of conflict programs
The bill would require a yearly meeting led by a top official, at least the Deputy Secretary of State or the Deputy National Security Advisor. Senior leaders from State, USAID, Defense, Treasury, and other agencies would attend. They would review country and regional plans, check alignment with U.S. policy, fix gaps, and update plans as needed. This would start upon enactment.
Keep conflict-prevention funds authorized to 2030
This bill would extend the legal authority for the Prevention and Stabilization Fund and the Complex Crises Fund through 2030. That means they could keep receiving money if Congress provides it. It would take effect upon enactment and does not set new funding levels.
More flexibility to manage conflict-prevention aid
If enacted, agencies could use the Prevention and Stabilization Fund for operations, management, and monitoring, evaluation, and learning. They could also use it for related diplomatic and field work in countries the President selects under the Global Fragility Strategy. Economic Support Fund money could also pay for monitoring, evaluation, and learning in those countries, even if other laws say otherwise. No new dollar amounts are set.
