HHS funding ban for foreign animal tests

If enacted, HHS would be barred from doing or funding biomedical research that tests vertebrate animals in China (including Hong Kong), Iran, North Korea, or Russia. The ban would cover work done in facilities in those places or by entities they own or control, directly or indirectly. HHS could add other countries of concern after consulting the Secretaries of State and Defense, and would have to report each addition to House and Senate Appropriations, Health/Education, Homeland Security, and Energy and Commerce committees within 60 days. Funding through grants, subgrants, contracts, cooperative agreements, or similar awards would be blocked. This would take effect upon enactment.
