- Bureau of Consumer Financial Protection staff and budgeters would face a limit on carryover funds and mandatory transfers when balances exceed 5 percent of the statutory funding base.
- The Treasury general fund would receive mandatory transfers of any excess unobligated balances, increasing receipts when the cap is exceeded.
- Public and congressional oversight would get more detail because the Bureau must include a description of how it used unobligated balances in its annual report.

Cap on CFPB unused money
This bill would cap the Consumer Financial Protection Bureau's unused money each fiscal year at 5% of its annual reference amount set in law. If balances exceed that cap, the Director would have to send the extra to the Treasury's general fund. The Bureau would also need to explain in its annual report how any unobligated balances were used. This would change internal funding limits and reporting; it would not create new programs.
