Faster emergency buying for territories and DC

This bill would let Puerto Rico, the District of Columbia, American Samoa, and the U.S. Virgin Islands skip certain federal buying rules during a Stafford Act emergency. The Federal Emergency Management Agency (FEMA) would not require those places to follow chapter 83 procurement rules while the emergency lasts. This could help local governments and vendors sign contracts and buy supplies faster. It would only apply when an emergency is declared under section 501 of the Stafford Act.
