Midwife care pilot for TRICARE families
If enacted, this bill would start a five-year pilot to offer midwife services to TRICARE-covered beneficiaries. The pilot would begin no later than one year after enactment, with an implementation plan due in 180 days. Covered midwives would be certified professional midwives or certified midwives who meet international standards and any state credential rules. Annual reports would start one year after the pilot begins and run until one year after it ends. Reports would track total cost and cost per person, people served and demographics, health outcomes (like preterm births, low birth weight, and C-section rates), patient satisfaction, access (wait times and travel time), effectiveness, and estimated savings. If the pilot is judged successful after it ends, the Secretary could make the program permanent by regulation. Covered beneficiaries and TRICARE would follow the definitions in 10 U.S.C. 1072.
