No Student Visas for Sanctuary Cities Act of 2025
Sponsored By: Representative Hageman, Harriet M. [R-WY-At Large]
Introduced
Summary
Conditions F-1 and M-1 student visa eligibility on whether the destination school is in a federal "sanctuary jurisdiction." It would bar issuance of F-1 visas for academic and language programs and M-1 visas for vocational programs when the school is located in a jurisdiction the Secretary of Homeland Security designates as a sanctuary for that fiscal year. If DHS later determines the jurisdiction is no longer a sanctuary and reports to Congress, the restriction would not apply for that year.

- Students and families: Prospective international students would be unable to get F-1 or M-1 visas to attend schools located in jurisdictions labeled as sanctuary jurisdictions. This affects both academic and vocational study paths.
- Colleges and vocational schools: Institutions located in designated sanctuary jurisdictions would be unable to enroll new F-1 or M-1 nonimmigrant students from abroad for the affected year.
- State and local governments and DHS: The Secretary of Homeland Security must identify sanctuary jurisdictions each fiscal year. The statute defines sanctuary jurisdictions by local policies that obstruct immigration enforcement, such as refusing ICE detainers or denying ICE access to interview incarcerated aliens.

Limits on visas for international students in sanctuary areas
If enacted, DHS would name “sanctuary jurisdictions” each fiscal year. International students seeking F-1 or M-1 visas to attend schools in those places would be denied visas or status. This would cover academic schools, colleges, and accredited language programs (F-1), and vocational or other nonacademic schools (M-1). DHS would use whether a place blocks cooperation with federal immigration officers to decide this list. The bar would not apply for a year if DHS later finds a place is no longer a sanctuary and reports that to Congress.
