Defense Workforce Integration Act of 2025
Sponsored By: Representative Kiggans, Jennifer A. [R-VA-2]
Introduced
Summary
Integrating medically disqualified recruits into civilian defense jobs. This bill would require the Secretary of Defense to create a cross-service pathway, using the Air Force DRIVE program as a baseline, so entry-level service members who are medically disqualified can move into civilian positions for which they are qualified within the Department of Defense and its components.

Civilian defense jobs for disqualified recruits
If enacted, people found not medically qualified for military service would get job and training referrals. This would cover defense industry, cybersecurity and intelligence support, defense research, emergency preparedness, and other non-military roles in the national interest. The Secretary would work with industry, other agencies, and schools. DoD would also have to create, within one year, a hiring pathway into civilian DoD jobs for medically disqualified entry-level service members. Entry-level means you are attending, or have orders within 90 days to attend, basic training, a technical school, a service academy, ROTC, or an officer accession program. The Air Force DRIVE program could be the model. Referrals would start at enactment; the hiring pathway would follow within one year.
Navy transition adds sealift and shipbuilding jobs
If enacted, the Navy would give all Transition Assistance Program participants information on Military Sealift Command careers and shipbuilder training. This would be built into the transition process. It would take effect upon enactment.
