States could replace FEMA housing aid

If enacted, FEMA would let States run disaster housing with a block grant after a major disaster. States would apply. FEMA would estimate costs (including admin) and consult with each State. If your State takes a grant for your area, you could not get FEMA 408(c) temporary housing. A State could ask once for a bigger grant if the first amount is short. Reports: State plan due in 120 days; annual updates; final report 180 days after funds end. FEMA would report to Congress 12 months after enactment and yearly. Leftover money could fund preparedness or mitigation.
