Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Harsher prison terms for infrastructure hacking

If enacted, hacking that involves critical infrastructure would carry a fine and 30 years to life in prison. The bill would use the federal definition of "critical infrastructure." This aims to deter high‑impact cyber crimes.

Sanctions and visa bans for foreign attackers

If enacted, the President would have to sanction foreign persons who knowingly access or try to access critical infrastructure to harm U.S. security or the safety of U.S. persons. Sanctions would block all property and transactions in the United States or held by U.S. persons. Foreign individuals would be inadmissible and ineligible for visas; any current visas would be revoked immediately. Breaking implementing rules or licenses would bring penalties under 50 U.S.C. 1705. The President could waive sanctions case by case for up to 180 days with 15 days’ prior notice to Congress. Regulations would be due within 90 days, with draft rules sent to key committees at least 10 days before. An exception would apply when admission is needed to meet United Nations Headquarters Agreement or other international obligations. The bill would define key terms like foreign person, U.S. person, property, and knowingly to guide enforcement.
