State block grants for prison funding
If enacted, the Attorney General would, within 270 days, draft a plan to return Bureau of Prisons funding to the fiscal year 2019 level. The plan would shift 50% of that funding into block grants for States. It would send 10% to the Justice office that runs the grants and 10% to the Justice Office of Inspector General for oversight. The plan would need to be put in place within one year of enactment. This chunk does not specify how the remaining 30% would be used. The bill would not add new money; it would reallocate existing BOP funds.
