Introduced
Summary
Upgrading Rapid Intervention Teams' equipment, training, and staffing is the bill's focus. It would require the U.S. Fire Administrator to deliver, within 1 year, a comprehensive strategy on standards, access, and interoperability for RITs, including maritime and port teams.

- Firefighters and local RITs would get a federal review identifying current training frequency, equipment quality, staffing levels, and barriers to improvement. The plan must also summarize trends from the National Institute for Occupational Safety and Health five-year Line of Duty Death reports and analyze how shortfalls contributed to fatalities.
- Maritime and port facility responders would see a focused assessment of maritime-specific training, equipment, staffing, and whether teams can safely handle fires on ships at docks, including foreign-flagged vessels. The strategy must include recommendations to improve maritime readiness and cross-jurisdiction interoperability.
- Policymakers and local officials would receive recommendations for overcoming financial and logistical barriers and for expanding access to modern gear, safety equipment, training, and standardized practices across States and localities. An 18-month follow-up briefing to Congress would update progress on those recommendations.
