Show full summary
  • Water agencies and project sponsors: Would let projects that add or move water into surface or groundwater storage apply for grants, with one category sized 200 to 30,000 acre-feet and the other averaging 200 to 150,000 acre-feet over a project's life.
  • Farmers, rural communities, and water users: Would make projects that recharge aquifers, convey or recover groundwater, and stabilize groundwater levels eligible for funding. That could help areas facing low groundwater or seasonal shortages.
  • States and rights holders: Clarifies the changes do not override State or Federal water law, interstate compacts, or treaties. It also does not authorize federal acquisition of water or change water rights.

Bill Overview

Analyzed Economic Effects

2 provisions identified: 2 benefits, 0 costs, 0 mixed.

More federal grants for water storage

If enacted, this bill would expand which water storage projects can get federal grants. It would create two project categories: one for projects that store 200 to 30,000 acre-feet and either increase surface or groundwater storage or move water to or from storage. The other covers projects that on average each year store or recharge 200 to 150,000 acre-feet over the project's life and that increase or convey groundwater storage or stabilize groundwater levels. The bill would also change the number of authorized projects under the program from 5 to 10.

Protect state and private water rights

If enacted, this bill would say the grant changes do not override State or Federal water law, interstate compacts, or treaty obligations. It would also say the amendments do not supersede or infringe any water rights. The bill would further state that nothing in the amendments authorizes the Federal Government to acquire water.
